GSMC Local Security Office Team Leader

A core task for EUSPA is security of the EU Space Programme. The Security Authority (SAU) Department proactively contributes to the fulfilment of the missions of the Agency by providing the security expertise to (1) ensure that the components of the Space Programme are defined, implemented and exploited securely, (2) achieve successful security accreditation of the components of the Programme, (3) ensure a wide, secure and sustainable use of the services provided by the different components, (4) ensure the protection of classified information.

In particular, the Galileo Security Monitoring Centre (GSMC) Local Security Office (LSO) implements and monitors the correct implementation of the applicable security rules, as laid down by the Agency security rules equivalent to Commission Decision (EU, Euratom) 2015/444. In coordination with the Central Security Office (CSO) and the Security Offices of the other Agency sites, the GSMC LSO supports the functions of the Security Authority of the Agency ensuring the on-site implementation of the security rules, managing the GSMC EU Classified Information (EUCI) Registries and Communications Security (COMSEC) accounts, supporting the performance of the GSMC operations and in maintaining the accreditation of the Agency’s infrastructure and IT assets deployed at the GSMC sites.

The place of employment for this position is Saint-Germain-en-Laye, one of the more affluent suburbs of Paris.

Responsibilities

The job holder will have the following main tasks and responsibilities:

Local security:

  • Manage a team of security professionals in local physical security and guarding, local and informatics security, registry control and communications security (COMSEC);
  • Prepare, ensure and maintain the necessary local security measures, needed to protect EUCI and assets present on site, in compliance with EU, Agency, and national regulations, policies and best practices at the Agency’s sites;
  • Manage security incidents (and relevant registers), related to breaches of security and compromise of EUCI, including cooperation with EU security entities as necessary and performance of security audits and follow-up;
  • Act as Communications Security Officer (COMSO) and manage communications security (COMSEC) activities delegated by the EUSPA Crypto Approval Authority (CAA);
  • Contribute to the establishment, maintenance and follow-up of security procedures jointly with relevant security authorities regarding the use and access policies of any security related systems (e.g. access control systems, CCTV monitoring systems, badges);
  • Organise and participate in the on-call security stand-by roster;
  • Ensure security-related training, certification, support and control of all people at the GSMC sites;
  • Contribute to the compliance of the Agency with national and organisational health and safety rules;
  • Monitor and manage contracts and procurements and related specifications and budgets in the security domain.

Corporate security:

  • Ensure close links with the Central Security Office in Prague (HQ) and participate, on request, in corporate security tasks, supporting the Agency’s unified security approach.

The job holder will also contribute to other tasks of the SAU Department and liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management and risk management.

Qualifications

Professional experience and expertise

  1. Experience in implementing security practices and procedures that deal with the protection of people, assets and information, security investigation, audits or inspections;
  2. Experience in managing a team;
  3. Experience in working for or with authorities in matters of security, e.g. ministries of interior or defence, within national or European Union agencies or multi-national organisations;
  4. Experience in handling European Union Classified Information (EUCI) at SECRET UE/EU SECRET level (or equivalent);
  5. Experience in procurement and contract management;
  6. Excellent command of both written and spoken English;
  7. Very good command of both written and spoken French;
